Scott, you have no idea what the context of this picture is, you just pulled it off Reuters and made something up.
If you even read the accompanying text, you would have seen that while the rockthrower wasn't arrested at the time (per Reuters), an Israeli soldier PUT HIS OWN SAFETY ON THE LINE by using himself to shield the downed Palestinian. So, it looks like, at worst and at best, depending on one's perspective, it's something in the middle.
Sloppy, Scott, just like the Minuteman thing.

And right next to the article you didn't read is a notice of the Army raiding settlers' hideouts in Gaza.
As an American non-Jew in Israel, peripherally involved in all of this, I have often been frustrated at (usually West Bank) settlers' actions against people such as CPTs and Pal kids, and subsequent police/army inaction (or sometimes even apparent complicity). But there are also plenty instances of it going the other way, too.
Sitting somewhere in America and making stuff up as you go doesn't say much for you, and it doesn't serve the cause of concerned people on both sides.

I did read the article, but thanks. I'm aware there was other stuff going on, but my description of this picture and the picture itself aren't made up or any of that. I feel it illustrates very well the cozy relationship between the IOF and the settlers - even if sometimes the IOF has to take action against the settlers.
